It depends on personal preference. I would rather do abs/weights/etc. in the morning before I swim, then hop in the water, and finish everything off with a shower. Some people, though, like to get their blood plumping before they do anything. I think the best would be something like this:
Run for 30 mins
Lift/ab work for 45 mins
Swim 1 1/2-2 hours

I split my ab workout in half and do a couple sets of exercises in the morning and a couple in the evening.
